Top of the Hill Development

The City of Cleveland Heights continues to
explore the possibility for development of the
area known as Top of the Hill. Where Cedar
Road and Euclid Heights Boulevard merge to
form Cedar Hill, the City owns approximately 3.5
acres of land that is currently surface parking
and open space.
In 2007, the City engaged Allegro Realty
Advisors, Ltd. to conduct the assessment of land
use alternatives for the property. This report was
presented in June, 2007 to the community at two
meetings (which were televised and shown on
Government channel 23).
On October 3, the City held a special meeting at
the Community Center of the Cleveland Heights
Planning Commission, Cleveland Heights Council
and Allegro Realty Advisors, Ltd. to discuss
development guidelines. Public comment was
taken at this meeting.
On November 7, the City's Planning Commission
held a special meeting at the Community Center
to further discuss development guidelines. Public
comment was heard at this meeting. The third
meeting on December 5 also discussed the
guidelines and heard public comment. All
meetings were taped and aired on channel
23.
On January 9, 2008 at their regular meeting, the
Planning Commission approved development
guidelines for the Top of the Hill area, which is
zoned 'S-2' Mixed Use District. The document,
however, also required approval of City Council.
Planning and Development staff subsequently
refined the report's graphics and incorporated
additional suggestions made by City Council. On
March 3, City Council formally approved
Development Guidelines at their regular meeting.
The Development Guidelines will be the basis for
developing Top of the Hill.
On February 19, City Council approved a
resolution to retain City Architecture and Michael
Baker, Jr., Inc. to provide a transportation and
conceptual streetscape plan. Among the
objectives will be to determine the best
configuration of the City's rights-of-way for
motorized vehicle, bicycle and pedestrian traffic
in the Cedar Fairmount district, to create a
conceptual streetscape design, and to study
ways to improve the connection from the District
to the Cedar-University Circle rapid station and to
University Circle, and to determine how to best
solve transportation issues related to new
development. $18,750 in Community
Development Block Grant funds of the City will
leverage $75,000 from the Northeast Ohio
Areawide Coordinating Agency. Three public
meetings will be announced to share information
and receive comments. Meeting dates will be
posted on this web site and in the Sun
Press. A mailing list of all those who attended
a meeting has also been developed for
notification of upcoming meetings.
