Top of the Hill Temporary Parking Plan Implementation

Notice: The new Top of the Hill parking garage is expected to be ready for occupancy in April of 2021. Please read additional details below.

Update on Top of the Hill Project and Temporary Parking Plan

Beginning with the to be determined opening date for the parking garage, Permit “A” holders are permitted to park both in the new parking garage AND can continue to park in any of the designated Temporary Parking Plan locations identified below. This includes on street parking on Lennox Road, Surrey Road, Euclid Heights Boulevard (rush hour restricted), Kenilworth Lane, and Kenilworth Road.

Beginning with the to be determined opening date for the parking garage, Permit “B” holders are permitted to park both in the new parking garage AND in any of the designated Temporary Parking Plan locations identified below. This includes on street parking on Lennox Road, Surrey Road, Euclid Heights Boulevard (rush hour restricted), Kenilworth Lane, and Kenilworth Road. Please note that the current temporary surface lot constructed for Permit “B” holders on the construction site will close in conjunction with the opening of the new garage and be unavailable for parking.

Questions related to the purchase or use of the Top of the Hill Temporary Parking Plan “A” or “B” permits should be directed to the Treasury Department at (216) 291-5770..

The date that the garage will become available for permit parking will be communicated via email to permit holders when that date has been finalized. Permit holders should continue parking as they currently are until that date. Additionally, please note the new garage will require key cards to access the facility. Details regarding how the key cards will be distributed will also be communicated in a future email to permit holders.

Top of the Hill Construction Parking Permits:

Beginning April 1, 2021, there will be two (2) types of permits available for parking under the Temporary Parking Plan as described below. These permits will be available to purchase quarterly. Top of the Hill Temporary Parking - Permit A:

  • On April 1, Permit “A” holders should continue to park in any of the designated on-street Temporary Parking Plan locations identified below; 
  • Beginning with the opening date of the parking garage, permit “A” holders will also be allowed to park in the new parking garage;
  • Cost: $115.00 per Quarter; $34.50 for Seniors;

Top of the Hill Temporary Parking – Permit B:

  • Permit “B” holders should continue to park in the designated temporary surface lot constructed for permit “B” holders;
  • Beginning with the opening date of the parking garage, permit “A” holders will also be allowed to park in the new parking garage AND in any of the designated on-street Temporary Parking Plan locations identified below;
  • Please note that the current temporary surface lot constructed for permit “B” holders will close in conjunction with the opening of the parking garage and will not be available for parking;
  • Cost: $115.00 per Quarter; $34.50 for Seniors;

Designated TPP Locations: 

Cedar Fairmount Parking

  1. Top of the Hill Parking Garage (Permit A & B) – scheduled to open in April 2021;
  2. Lennox Road (Permit A & B) – from Euclid Heights Blvd. to Cedar Road – permanent permit on-street parking in the public right-of-way (unrestricted/non-permit public parking allowed 6:30 am – 6:30 pm);
  3. Surrey Road (Permit A & B) - from Euclid Heights Blvd. to Cedar Road - permanent permit on-street parking in public right-of-way (unrestricted/non-permit public parking allowed 6:30 am – 6:30 pm);
  4. Euclid Heights Boulevard (Permit A &B) – from Cedar Road/Overlook Road to Derbyshire Road – temporary permit on-street parking in public right-of-way (parking permitted on eastbound side in the AM, and on the westbound side in the PM);
  5. Kenilworth Lane & Road (Permit A & B) – from Euclid Heights Blvd. to Derbyshire Road - temporary permit on-street parking in public right-of-way (unrestricted/non-permit public parking allowed 6:30 am – 6:30 pm);
  6. Buckingham Condominium Temporary Parking (Permit B) – located on the TOH construction site – Temporary on-site parking for Buckingham residents, 24 hours a day, 7 days a week. This lot will close in conjunction with the opening of the parking garage.
